Usually the printer is still on the network but your iPhone has lost the route to it — the printer went to sleep, changed its local IP address, dropped onto a different Wi-Fi band or guest network, or its AirPrint service record went stale. That's why the print sheet says "No AirPrint printers found" even though the printer is on.
PrinterHealer looks past the stale record, finds the printer, works out which of these is happening, and heals the connection so it shows up again.
